In PA if ur 18 do u have to wait 6 months after u get ur permit to get ur license?

i live in ny nd imm goin to be movin to penn state for college. i still dont hav a permit. so i was wondering if i get my permit there do i still hav to wait 6 moths to get my license? ...i mena if ur 18
