Registering a car from Idaho in California.?

I want to buy a car that has Idaho plates and I live in California. How do I get it registered in California? What are the procedures? The car will p smog so that won't be a problem. Do I have to take the car to the DMV for them to inspect it? What do they check for? Thank you for your help.
