1996 GSXR 750 vac hose routing and what the heck is that for?

I hoped that would get some attention.I'm working on a mess that someone else gave up on.What is the black solenoid on the left side under the float bowls.Vacuum lines from the bottom of the carbs connect to the solenoid and on the other post of the solenoid is another line with a filter looking type thing just dangling with an open hose on the other end.I know that it's not supposed to be that way,whats it supposed to hook to.What is that black solenoid called.So I need a GSXR genius to help me out ,So c'mon Jon where you at Sportbike,help me out bro,this bike has some issues !
