What is the best way to quickly lose extra weight around the thigh area?

I'm just wondering because I'm trying to stay in shape over the summer. I'm about average build now but I've noticed that the part of my body carrying some extra weight is the area around my thighs. If you suggest running, please be specific about the workout regiment (times a week, distance, etc....) Thanks a lot everybody. You are awesome.
